The Opportunity Reporting to the Deputy Chief Procurement Officer, the PPP Manager is responsible for leading the Department's PPP contract administration function and managing the ongoing performance of designated Public Private Partnership agreements. You will lead a specialist teams of Senior Advisers and Advisers, overseeing contract performance, governance, stakeholder engagement, risk management and dispute resolution across a portfolio of PPP schools. Acting as a key representative of the State, you will work closely with private sector partners, the Department of Treasury and Finance, Crown Solicitor's Office, school leadership teams and other stakeholders to ensure contractual obligations are achieved and value‑for‑money outcomes are realised. This role combines strategic leadership, commercial management, governance and stakeholder engagement in a highly visible and influential position. Key Responsibilities Lead the end‑to‑end management of complex PPP contracts and associated governance frameworks. Manage the Department's PPP Contract Administration function and provide leadership to a specialist team. Monitor contractor performance against contractual obligations, service delivery requirements and key performance measures. Identify, manage and resolve complex contractual, operational and commercial risks. Provide expert advice regarding contract interpretation, risk allocation, contractual obligations and dispute resolution. Lead stakeholder engagement and negotiations with Project Co, facility operators, Treasury, Crown Solicitor's Office and other key parties. Prepare strategic reports, recommendations and briefings for senior executives and government stakeholders. Drive continuous improvement across contract management frameworks, systems, processes and governance arrangements. Ensure the State's interests are protected while maintaining collaborative and productive commercial relationships. About You You are a commercially astute leader with experience managing complex contractual arrangements and navigating sophisticated stakeholder environments. You may bring experience from: Public Private Partnerships (PPP) Procurement and Commercial Management Infrastructure Projects Contract Management Asset Management Facilities or Property Services Government or Public Sector Commercial Operations Major Service Delivery Contracts To be successful, you will demonstrate: Proven leadership experience managing teams within complex environments. Strong commercial and contractual management capability. High‑level negotiation, influencing and stakeholder engagement skills. Experience managing contract performance, governance and risk. The ability to interpret and apply complex contractual frameworks. Strong analytical and problem‑solving capability. Exceptional communication skills with the ability to provide concise advice to senior stakeholders and decision makers. Qualifications Tertiary qualifications in Law, Commerce, Business, Procurement, Contract Management, Project Management, Asset Management or a related discipline will be highly regarded. Experience working with Public Private Partnerships (PPP) or similarly complex commercial arrangements is highly desirable.
