Description
The Project The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance. The Torrens to Darlington (T2D) Alliance will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide. The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project. The Role Reporting to the M&E; Director, the Testing & Commissioning Manager is responsible for leading the overall commissioning strategy, program and budget for the project. You will drive the critical transition from construction to operations, ensuring all tunnel systems are tested, integrated, and verified as safe, reliable, and ready for public use. Acting as the link between construction, engineering, and operations teams, you will lead commissioning delivery across complex, safety-critical systems and oversee successful project handover. Key Responsibilities
- Lead and oversee all Testing & Commissioning activities, ensuring full compliance with road authority standards, safety legislation, and environmental requirements, with a strong focus on critical life-safety systems
- Provide leadership, mentoring, and direction to multidisciplinary commissioning teams including engineers, technicians, and specialist vendors
- Drive collaboration across design, construction, subcontractors, operators, emergency services, and road authorities to resolve complex system interfaces and delivery challenges
- Develop and implement the overarching Testing & Commissioning Strategy, management plans, and fully integrated commissioning schedules using tools such as Primavera P6
- Manage the commissioning and integration of complex tunnel systems including ventilation, lighting, SCADA, fire & life safety, drainage, ITS, and power infrastructure
- Govern testing processes including FAT, SAT, integrated system testing, and operational readiness, ensuring robust documentation supporting Final Acceptance and asset handover
- Monitor commissioning performance, manage risk during live testing environments, and drive continuous improvement opportunities across safety, quality, and delivery outcomes
- Lead defect management and completions processes, ensuring timely identification, tracking, and close-out of punch-list items to achieve successful project handover About You
- Bachelor’s or Master’s degree in Electrical, Mechanical Engineering, or related discipline
- Proven experience in senior Testing & Commissioning roles on major, complex long-tunnel infrastructure projects (road or rail), preferably within Australia
- Proven leadership delivering multidisciplinary commissioning programmes through testing, integration, and operational handover
- Demonstrated hands‑on experience using Hexagon systems for completions management, defect tracking, and system turnover
- Deep technical understanding of tunnel ventilation, fire/life safety systems, SCADA, and integrated tunnel systems
- Robust experience developing commissioning strategies, procedures, and coordinating contractors, engineers, and operations stakeholders
