- Salary Range: $82,795
- $88,307 + Attractive Superannuation
The Finance and Procurement Branch is responsible for operational and strategic advice on Finance and Procurement services across the department. This includes Strategic (complex) procurements, easy to complex procurements, policy administration and compliance, various reporting requirements and briefings, probity, and overall support on all procurement activities across the department.
The Procurement Directorate is responsible for ensuring a high-quality financial environment for the department through robust governance and processes, by providing accurate and timely guidance on financial operational matters. The Directorate provides advice and service to the department on all procurement activities and compliance.
The Procurement Support Officer must be able to work with supported direction, and in accordance with relevant legislation, policies and standard process, to undertake a range of procurement activities from strategic supply planning through to closure.
The position requires a person with an understanding of procurement and contract management, including the Commonwealth Procurement Rules, and the ability to provide excellent customer service or the ability to acquire these skills.
**Duties**
- Record Keeping: Ensure appropriate record keeping practices are in line with Commonwealth legislation and DVA policies and procedures.
- Probity and Quality Assurance: Assist the team and business areas to develop, conduct and report on probity, compliance and quality assurance requirements.
- Risk/Issues Management: Support the creation, review and update of risk assessments and related documentation for general procurement.
- Supply Planning: Provide guidance to business areas on appropriate supply mechanisms for general procurement, including defining outcomes, specifications, market research, spending approvals and timeframes.
- Preparing to Approach the Market: Assist the team and business areas to develop tender management plans and other procurement documentation.
- Approaching the Market: Develop and maintain working relationships with a range of stakeholders and have the ability to provide general advice, interpretation and information on procurement matters.
- Evaluating Submissions: Ability to provide assistance in the tender evaluation processes.
- Source to Contract: Contribute to contract negotiations and the successful transition to contract management.
- Relationship Management Process: Represent the Department at meetings with external stakeholders if required.
- Business Support Process: Contribute to new ideas and identify ways to improve services, systems, processes and protocols.
**Eligibility**
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
- All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
