Location Canberra ACT, Newcastle NSW, Sydney NSW About the High Speed Rail Authority The Australian Government is planning a future high speed rail network to connect Brisbane, Sydney, Canberra, Melbourne and regional communities across the east coast of Australia. The High Speed Rail Authority (the Authority), an independent corporate Commonwealth entity governed by an independent board, is leading the development and delivery of High Speed Rail. Line 1, connecting Newcastle to Sydney on a dedicated new railway using trains travelling up to 320km/h, is now in the Development Phase. High Speed Rail will contribute to a number of key Australian Government priorities, including increased economic productivity, new housing options, regional economic and tourism development and contributing to net zero. Primary Purpose of the Role The Manager Contract Administration leads the Authority’s contract administration activities to support HSRA’s operational and strategic objectives. The role is responsible for delivering fit for purpose procurement and contract administration solutions, ensuring compliance with legislative, policy and governance requirements, and providing expert advice on procurement and contract management across the Authority. The position operates with a high level of autonomy and professional judgement, supporting senior leaders and stakeholders in a complex, quick paced environment subject to public sector accountability and scrutiny. Key Responsibilities
- Contract Administration
- Lead and deliver end‑to‑end contract administration activities in accordance with Commonwealth policies, including all corporate and project related contracts.
- Develop and implement policies and procedures to facilitate efficient and effective contract management practices.
- Support the drafting and management of contract management plans.
- Monitor compliance with contract management policies and provide accurate and timely reporting and advice.
- Governance and Compliance
- Ensure procurement and contract management activities comply with legislative, policy and governance requirements.
- Maintain appropriate records and contract management systems.
- Identify and support executives to manage contract risks, escalating issues as required.
- Contribute to audits, reviews and continuous improvement initiatives.
- Procurement Support
- Work collaboratively within the procurement team to support procurement activities, including leading end‑to‑end procurement support as required.
- Provide expert procurement and contract management advice to internal stakeholders.
- Build strong, collaborative relationships with business areas to support effective outcomes.
- Present procurement information clearly to senior leaders and governance forums.
- Performance and Continuous Improvement
- Analyse contract management and procurement data and prepare reports to inform decision making.
- Identify opportunities to improve performance, processes and systems.

- Qualifications & Knowledge
- Qualifications or training in procurement, contract management or a related discipline, or equivalent professional experience.
- Sound knowledge of Commonwealth Procurement Rules, public sector governance and accountability frameworks.

- Demonstrated experience delivering end‑to‑end contract management activities and/or procurement activities.
- Solid analytical, negotiation and problem‑solving skills.
- Proven ability to manage multiple priorities in a fast‑paced environment.

- Qualification: Degree or equivalent working experience.
