- $95,152 per annum Your opportunity: Council is seeking a knowledgeable and detail-focused professional to administer Council’s Trade Waste framework and approvals program, ensuring protection of public health, the environment and Council’s sewerage infrastructure. This role plays a critical regulatory function, developing, implementing and enforcing Council’s Trade Waste Policy and procedures in accordance with Queensland legislation, national codes and environmental standards. About the role: The Trade Waste Officer is responsible for the development, administration, and enforcement of Council’s Trade Waste Policy. The role ensures compliance with relevant legislation while proactively managing risks associated with non-approved waste entering Council’s sewerage system. Key Responsibilities:
- Administer trade waste approvals, including assessment of applications, setting conditions and charges, issuing permits, and maintaining accurate approval records within delegated authority
- Monitor and sample trade waste discharges, develop sampling plans, arrange laboratory analysis, and maintain chain-of-custody and data integrity
- Undertake site inspections and audits of pre-treatment devices such as grease arrestors, oil/water separators and chemical neutralisation systems
- Investigate complaints and suspected non-compliance, prepare evidence files, and issue directions, notices or show cause actions in line with Council procedures and delegations
- Assess plumbing and drainage applications and plans under the Queensland-adopted NCC Volume Three (PCA), Queensland Plumbing and Wastewater Code, and the Plumbing and Drainage Act 2018 and Regulation 2019
- Apply the Water Supply (Safety and Reliability) Act 2008 trade waste provisions to protect sewerage infrastructure and treatment processes
- Reference WSAA Trade Waste Guidance Values and align acceptance criteria with treatment plant capability
- Check meter data, estimate discharge volumes and reconcile trade waste billing
- Educate and advise customers, plumbers, consultants and internal stakeholders on trade waste obligations and compliance requirements
- Maintain registers, GIS layers and digital records, and prepare reports and correspondence using approved templates Essential 1. C Class Driver Licence. 2. QBCC Licensed Plumber and Drainer (or equivalent competence relevant to the role). 3. Current General Construction Induction (White Card). 4. Demonstrated knowledge of the Water Supply (Safety and Reliability) Act 2008 trade waste provisions; Plumbing and Drainage Act 2018 and Regulation 2019; Queensland-adopted NCC Volume Three (PCA); Queensland Plumbing and Wastewater Code; and relevant Queensland Development Code parts (including MP 1.4 – Building over or near relevant infrastructure). 5. Proven capability to conduct risk-based inspections, sampling and investigations and to apply graduated compliance and enforcement. 6. Proficiency with inspection platforms, mobile field tools, electronic plan review and core office software; ability to manage data quality for billing. 7. Robust communication, customer service and stakeholder engagement skills, including the ability to provide clear compliance advice and manage conflict. 8. Be available to travel within the region. Desirable 1. Cert III or IV in Water Industry Operations (Trade Waste specialisation) or willingness to obtain. 2. Certificate IV in Government Investigations. 3. Training/experience in environmental sampling, laboratory liaison and interpretation of results (e.g., BOD, SS, nutrients, metals, PFAS awareness).
