Responsibilities
- Lead complex transport infrastructure programmes across all lifecycle stages.
- Provide leadership across delivery models (e.g., D&C;, Alliance, PPP) in alignment with client objectives.
- Act as the primary accountability gatekeeper for programme outcomes and escalation of critical issues.
- Build trusted, long‑term relationships with senior client stakeholders.
- Apply best practice and lessons learned to optimise programme delivery strategies.
- Provide strategic advice on commercial, financial, environmental and community considerations.
- Guide programme planning, sequencing and delivery decisions.
- Anticipate and mitigate risks while identifying value opportunities.
- Provide thought leadership through complex or changing programme environments.
- Direct and oversee programme execution across multiple workstreams and delivery partners.
- Monitor performance across safety, quality, schedule and cost metrics.
- Lead gateway reviews, assurance processes and key decision forums.
- Establish programme frameworks, including governance, mobilisation and performance controls.
- Accountable for programme financial performance (revenue, margin, forecasting).
- Manage commercial risk and implement corrective actions.
- Oversee contract administration, change management and close‑out.
- Support claims and dispute resolution as required.
- Lead market entry strategies for new regions or clients, establishing HDR’s presence and positioning for long‑term programme delivery opportunities.
- Identify and develop new opportunities within existing and emerging markets, including expansion into new regions.
- Engage key clients to understand pipelines and position HDR for future work.
- Lead pursuit strategies, including delivery approach, commercial positioning and team structure.
- Build and mobilise high‑performing, multidisciplinary bid teams.
- Lead and direct programme teams comprising HDR staff and sub‑consultants across multiple locations and disciplines.
- Secure and manage resources in alignment with programme scope, schedule and contract requirements.
- Promote strong team alignment, accountability and performance through clear leadership and communication.
- Establish and oversee QA/QC frameworks to ensure programme outputs meet client expectations and HDR standards.
- Mentor and support Project Managers and senior staff within the programme environment.
- Champion Safety, Health and Environment (SHE) outcomes, ensuring they are embedded in programme delivery and decision‑making.
- Align programme delivery with HDR’s operational and growth objectives.
- Collaborate with internal leaders to ensure consistency in delivery and resourcing.
- Maintain robust communication across clients, partners and internal stakeholders. Qualifications
- Relevant tertiary qualification (or equivalent experience).
- 15+ years of experience in programme and/or project management on large infrastructure programmes.
- Experience in a Deputy Programme Manager or equivalent senior leadership role.
- Strong understanding of transport markets, clients and industry trends.
- Proven ability to lead large, multidisciplinary teams across complex delivery environments.
- Strong executive communication and stakeholder management skills.
- Experience managing governance, commercial performance and complex contracts.
- Demonstrated business development capability, including identifying and developing new opportunities.
- Experience across multiple delivery models (e.g., D&C;, Alliance, PPP).
- Familiarity with programme systems (PMIS, cost, risk, scheduling tools, etc.).
- Willingness to travel.

- Bachelor's degree in Engineering.
- 10 years related experience.
- Minimum 5 years project management experience. Professional Requirements
- Professional engineering license recognized by the licensing board for the location of the position offered (e.g., Professional Engineer (PE or P.Eng) license).
- MS Office and MS Project experience (Access experience is a plus).
- Demonstrated leadership, business development and strategic planning skills.
