POSITION PURPOSE/OBJECTIVE

This position provides high level business development expertise and support to the Office of the Chief Executive Officer (OCEO) Directorate.

It works with the Chief Executive Officer (CEO), leading, coordinating and supporting OCEO business planning, budgeting and performance reporting processes including the update of four-year and one-year Service Business Plans, staff work plans and monthly, quarterly and annual business performance reporting.

It leads and supports development and implementation of quality business systems, processes for continuous improvement within the OCEO Directorate as well as implementation of key business improvement projects. It manages the OCEO Directorate budget and provides strategic business analysis to support the operations of the OCEO Directorate.

RELATIONSHIPS

Key Internal Relationships: Executive Business Manager OCEO, Executive Assistant to CEO, Directors, and Directorate Executive Assistants, Service Managers across organization.

Key External Relationships: Other government & non-government agencies, business and other consultants, legal advisors, Blue Mountains residents, other NSW councils.

WORKING ENVIRONMENT

This position reports to the CEO and is located in the Office of the CEO.

The Office of the CEO (OCEO) comprises the following services: Audit & Risk Service Communications & Customer Experience Service Executive & Councillor Support Governance & Compliance Service Partnerships & Special Projects Service Safety & Hazardous Materials Service

The OCEO Directorate operates within a dynamic and responsive working environment that revolves around the requirements of the organization, the Council’s Governing body, other agencies and the community. This position works closely with key staff in other Directorates and Groups within the organization including Strategy & Corporate Services, Environment and Planning Services, Culture & Community Services and Infrastructure & Project Delivery Services.

KEY RESPONSIBILITIES

Under the direction and guidance of the CEO: Actively support the effective functioning and performance of the OCEO Directorate within a positive continuous improvement approach; Lead and oversight the development and implementation of quality business systems, processes and procedures for the effective and efficient operation of the OCEO Directorate; Lead and coordinate implementation of OCEO Directorate forward business planning in accordance with corporate requirements including: update of four-year Service Business Plans for each OCEO Service, preparation of annual OCEO Directorate, Service and staff Work Plan and business planning; Coordinate implementation of OCEO Directorate past business performance reviews, including: monthly, quarterly and annual business performance assessment, financial and budgetary reporting and timely implementation of annual staff performance assessments

Manage the OCEO Directorate budget and co-ordinate monthly meetings with the CEO and Executive Business Manager, to review and monitor its status and any required financial management action overall or relative to particular Services; Promote a continuous improvement culture, with a focus on quality customer service, positive work attitude, innovation and achievement of Workplace Health and Safety across the OCEO Directorate;

Work positively and effectively with key staff in other Directorates across the organization as required within the context of the responsibilities of this position; Coordinate and drive required record keeping and update of policies, procedures and templates overall and by each Service within the OCEO Directorate; Provide general business support to the CEO, the Executive Business Manager and to Service Managers/ Leads as required within the intent of this position description; Act in accordance with the requirements of the law and Council’s Code of Conduct and other relevant policies; and

Maintain confidentiality of the CEO and act in a manner that promotes integrity, sound probity, good judgement and transparency in work processes.
