**About the Role**: Reporting to the Director, Business Strategy and Operations, the Financial Planning and Analysis Manager is responsible for leading the Finance Business Partner team in providing expert financial management services and support across the EPA.

This is a senior role for an experienced finance professional. You will lead a team through change to ensure a positive organisational culture and the highest standards of performance and integrity are achieved; and foster genuine partnerships across all levels of government, industry, and community to deliver organisational outcomes..

**In this role you will**:

- Lead and manage 3 Finance Business Partners to achieve high standards of performance, accountability, collaboration, ethics, and integrity; manage the allocation of resources, budgets, business and project planning and reporting; and demonstrate a strong commitment to a positive culture and the development of staff.
- As an active member of the senior management team in the Business Strategy and Operations Branch, contribute to the overall operational strategy and direction of the organisation, ensuring a one-EPA approach to the delivery of priorities; build a high performing workforce that is safety and wellbeing focussed, outcome-orientated, collaborative, innovative, professional, and engaged.
- Lead the team in building, maintaining, and leveraging strategic relationships and partnerships to ensure that the EPA is a trusted and influential authority in advancing the prevention of harm to the environment and human health from pollution and waste; effectively represent the EPA in the local community and at external forums.
- Ensure a robust, transparent, risk and evidence-based approach within the Finance Business Partner Unit, empowering and supporting staff, and devolving decision making with an appropriate accountability framework embedded within the unit; drive process improvements within Finance Business Partner Unit and the broader EPA to achieve regulatory excellence and priority outcomes in a more effective and efficient way.
- Develop and execute the EPA’s finance strategy, working closely with the Director, Business Strategy and Operations to ensure that is it aligned to both the enterprise and regulatory strategies; support the development of budget submissions by EPA.
- Coordinate development of the annual budget, and forward estimates; providing expert advice and support across the EPA (including through business partnering) on budgeting, and financial planning and management, including upskilling employees to improve overall financial management competency of the organisation.

**Skills and Experience**:

- A relevant tertiary degree and/or post graduate qualifications in accounting or business management or a related discipline.
- A professional qualification as a Certified Practicing Accountant (CPA) or Chartered Accountant (CA) or equivalent.
- A proven record of achievement in a senior management role leading a business unit through change to achieve high performance and a positive organisational culture.
- Knowledge of Victorian Government budget and financial management legislation, policies and processes is desirable.
- Demonstrated leadership abilities, including building a shared sense of direction, clarifying priorities; identifies and responds proactively to strategic issues impacting the operating workplace.
- Ability to implement performance management and development frameworks than manage staff performance, build organisational capability, and support individual development objectives; create and promote and workplace that appropriately balances teamwork and individual accountability; provides timely, constructive and objective feedback.
