Corrections Victoria operates Victoria's adult prison system and post‑sentence scheme, striving to provide safe and secure containment for people in custody and an environment and programmes that support rehabilitation. Corrections Victoria operates 14 public prisons, one transition centre, a community residential facility and overseas Victoria's privately operated prisons. Corrections Victoria's mission is to create a safer, smarter corrections system with a skilled and supported workforce, enabling people in our care to make better decisions. Role Description The Deputy Commissioner, Sentence Management Division, reports to the Commissioner, Corrections Victoria and is responsible for the effective leadership, operation and risk management of the Sentence Management Division. As a key member of the Corrections Victoria Executive, the Deputy Commissioner has a critical workforce leadership role and representational role, representing Victoria in national expert forums. The Deputy Commissioner is also frequently required to give evidence at court on custody conditions and placement decisions. Using their technical expertise, the role is critical to ensuring Corrections Victoria acquits its obligations under the Corrections Act. The role is responsible for the appropriate policies, systems and procedures to support placement options and decisions at both a prison network configuration level and individual prisoner level, supporting flow from police cells, protected and humane custody, the good order of the corrections system and rehabilitation outcomes. Responsibilities Provide visible leadership, contribute to and promote the shaping of Corrections Victoria's vision, mission, priority projects and culture as an executive representative. Lead the Sentence Management Division and take responsibility for ongoing training, support and supervision of managers who supervise staff to administer sentence management functions, ensuring compliance with complex legislative and human‑rights requirements, Corrections Victoria policy frameworks and requirements, including the development of the new Sentence Management Manual. Negotiate and manage complex change‑management issues relating to highly critical and large‑scale reforms affecting people in custody. Qualifications Demonstrated experience in strategic development and implementation of best‑practice service delivery systems for people in contact with the criminal justice system. Demonstrated executive‑level operational capability to drive inclusivity and lead a uniform and non‑uniform workforce through complex structural and cultural change within human services environments. Recognised knowledge, specialist expertise and a record of achievement at a state‑wide or national level in corrections operations, methodologies or the implementation of government policy, or other equivalent operations expertise. Authoritative expertise in managing complex high‑security cohorts in custody, including the provision and maintenance of a strategic risk‑minimisation framework and informed decision‑making, operationally and strategically. High‑level, solution‑focused skills in resolving complex issues at both the individual level and system level. In‑depth understanding of the issues affecting Aboriginal and Torres Strait Islander people and other minority groups who are over‑represented in the justice system. Comprehensive understanding of the justice system, government priorities and reform strategies. A relevant tertiary qualification or equivalent experience would be highly regarded.
