Role Overview Manager – Regulatory Reform, Operations and Delivery leads a small agile team delivering on the government's commitments to reform the Apprenticeship and Traineeship sector, improving safety and quality standards within the Apprenticeships Victoria Branch. The role is a fixed‑term appointment (ending 30 June) and is based in Melbourne, with flexibility in hours and location. Key Responsibilities
- Lead an agile team focused on designing and implementing the reform agenda associated with the Apprenticeship Taskforce.
- Identify and act on emerging risks, issues and opportunities to deliver project outcomes and manage contributions from team members and external collaborators.
- Support the Project Director in coordinating inter‑departmental governance and executives to achieve strategic alignment and agency role clarity.
- Consult with internal and external stakeholders on developing robust policy and operational guidance relating to legislation, regulations (including RIS) and cabinet and budget submissions. About the Team This position is part of the Apprenticeships Victoria branch within the Skills & TAFE group, which focuses on providing Victorians with the knowledge, skills and attributes needed to participate in today's workforce. Required Skills and Experience
- Deep knowledge and experience in designing policy to deliver legislative reforms, including operationalising change and understanding regulation, costing and funding models, and state budget processes.
- Experienced in leading agile teams with effective people management, aligning with organisational values and goals.
- Solid project management skills with an understanding of political sensitivities, ability to champion projects, identify risks, overcome obstacles, summarise complex options and recommend clear actions, and monitor overall performance against plans.
