Enterprise Architect, Data Standards Body (Melbourne)

Join the Data Standards Body (DSB) in delivering high‑quality regulatory standards for Australia’s Digital ID System and the Consumer Data Right (CDR) frameworks. The DSB is part of Treasury’s Digital, Competition and Payments Division in the Markets Group. In this role you will work closely with product and policy managers to draft and co‑design changes to the Data Standards, ensuring alignment with policy priorities and industry needs. You will engage a wide range of government and industry stakeholders, assessing and prioritising changes to keep the standards compliant with policy, market and security requirements. Key Responsibilities
- Lead architecture and solution design, critically evaluating standards issues and changes, including API design, identity federation, identity proofing, cybersecurity protocols, data portability initiatives and integration with government registries.
- Develop multi‑year technology and business architecture roadmaps aligned with organisational strategy.
- Identify and evaluate emerging technologies to prepare the enterprise for future opportunities and challenges.
- Collaborate with solution architects, business analysts and engineering teams to ensure solution designs integrate with enterprise architecture.
- Evaluate proposed technology solutions for compliance, feasibility, scalability, cost‑effectiveness and risk mitigation.
- Serve as a strategic advisor to senior leadership on technology investments, modernization initiatives and portfolio decisions.
- Translate complex business, user and operational requirements into practical and secure technical solution designs suitable for a regulatory setting.
- Identify opportunities to improve current CDR and Digital ID Data Standards and align them with relevant international standards.
- Assist with the development and documentation of current system processes and future improvements.
- Ensure all solution designs comply with enterprise architecture principles, patterns, and standards, and with legal and policy requirements.
- Guide engineering and delivery teams to implement solutions in line with approved architectures.
- Contribute to consultation and delivery processes for the making of the Data Standards instruments within the required timeframes.
- Collaborate across the DSB, other agencies and stakeholders to deliver quality outcomes for the Digital ID system and CDR.
- Lead inter‑agency discussions with engineers, architects and policy teams through problem exploration and solution design. Desirable Qualifications / Experience
- Rapid understanding of the policy and data standards landscape for Digital ID and/or the CDR.
- Ability to collaborate in developing technical requirements or standards and conducting change impact assessments that balance competing views and align with government policy objectives.
- Strong written and oral communication skills, with the ability to lead technical analysis and discussion across a broad range of stakeholders, including through public consultation.
- Experience maintaining requirements libraries and reference architectures or models.
- Qualifications in IT, engineering, cyber security, data or information management or a related field. Professional qualifications or knowledge that are also desirable
- Architecture and design (e.g. TOGAF).
- Data and security standards (e.g. ISO/IEC 27001, CISSP, CDMP).
- API and data exchange (e.g. JSON Schema / OpenAPI specification).
