ABOUT JOB The HSE Engineer implements, monitors, and enforces Health, Safety, and Environmental (HSE) requirements on high‑rise building projects, ensuring all construction activities are executed in compliance with legal regulations, project HSE plans, and international best practices , with the objective of achieving zero accidents and incidents . JOB DESCRIPTION HSE IMPLEMENTATION & SITE MONITORING
- Implement project HSE policies, plans, and procedures on site.
- Conduct daily site inspections to monitor safety conditions, work practices, and environmental controls.
- Ensure all construction activities comply with approved method statements and risk assessments.
- Participate in hazard identification, risk assessments (HIRA/JSA), and control measures for high‑rise construction activities.
- Ensure high‑risk works (working at height, lifting operations, scaffolding, confined spaces, hot works) are properly controlled.
- Monitor compliance with permit‑to‑work systems.
- Conduct HSE inductions and toolbox talks for workers, subcontractors, and visitors.
- Promote safety awareness and safe work culture across the project site.
- Support ongoing HSE training programs for site personnel.
- Report, investigate, and analyze accidents, incidents, and near misses.
- Prepare incident investigation reports and recommend corrective and preventive actions.
- Monitor implementation and close‑out of corrective actions. CONTRACTOR & SUBCONTRACTOR HSE CONTROL
- Monitor contractors’ and subcontractors’ compliance with project HSE requirements.
- Review contractors’ HSE plans, method statements, and risk assessments.
- Stop unsafe work when serious hazards or non‑compliance are identified. COMPLIANCE, AUDITS & DOCUMENTATION
- Ensure compliance with local HSE regulations, labor laws, and project standards.
- Participate in internal and external HSE audits and inspections.
- Maintain HSE records, reports, permits, and statistics accurately.
- Monitor implementation of environmental control measures (waste management, dust, noise, wastewater).
- Report and address environmental incidents or non‑compliance.
- Promote environmentally responsible practices on site. REPORTING & COORDINATION
- Prepare daily, weekly, and monthly HSE reports and statistics.
- Coordinate closely with Construction, Project, and Contractor teams on HSE matters.
- Escalate critical safety issues to HSE Manager or Project Management promptly. REQUIREMENTS EDUCATION & EXPERIENCE
- Bachelor’s degree or Diploma in Engineering, Occupational Safety & Health, or related fields.
- Minimum 3–7 years of experience as an HSE Engineer or Safety Officer in construction projects.
- Experience in high‑rise building construction is highly preferred. HSE KNOWLEDGE & SKILLS
- Good knowledge of construction safety practices and high‑rise hazards.
- Familiarity with local HSE regulations and international standards (ISO 45001, ISO 14001 is an advantage).
- Ability to conduct risk assessments and incident investigations. PERSONAL & PROFESSIONAL SKILLS
- Strong site presence and observation skills.
- Confidence to enforce safety rules and stop unsafe activities.
- Positive communication, reporting, and coordination skills.
- Proactive, detail‑oriented, and safety‑driven mindset. LANGUAGE & TOOLS
- Proficient in MS Office.
- Basic English communication skills; good English is an advantage. CERTIFICATION (PREFERRED)
