Bayswater Projects is a Sydney-based construction and project delivery business specialising in commercial, government, institutional, education, defence, remedial and fit-out projects across Sydney and regional NSW. We deliver complex construction projects in live operating environments where safety, quality, communication, compliance and control are critical. Our clients expect a high standard of planning, documentation, site management and delivery discipline, and our WHSEQ function is central to maintaining that standard. We are seeking an experienced WHSEQ Manager to take ownership of our Work Health, Safety, Environment and Quality systems across the business and our active construction projects. This is a hands-on leadership role suited to someone who is comfortable moving between system management, site inspections, client audits, subcontractor compliance, incident investigation, ISO accreditation, and practical support to project teams. About the Role The WHSEQ Manager will be responsible for the ongoing management, implementation and improvement of Bayswater’s WHSEQ management system. You will work closely with Construction Manager, Project Managers, Site Managers, subcontractors and clients to ensure our projects are delivered safely, professionally, and in accordance with legislative, client, ISO and internal system requirements. This role requires someone who can be both practical and disciplined: able to engage with workers on site, but also capable of maintaining strong documentation, audit trails, registers, procedures, inspections, reports and closeout records. Key Responsibilities WHSEQ System Management Oversee the implementation, maintenance and continuous improvement of the company’s WHSEQ management system across all projects. Maintain and improve company WHSEQ procedures, forms, registers, templates, policies and project-specific documentation. Ensure the WHSEQ system remains practical, current, compliant and aligned with the needs of a growing construction business. Support the development and implementation of project-specific WHS Management Plans, Environmental Management Plans, Quality Management Plans and associated project controls. Site Inspections, Audits and Compliance Conduct regular project site inspections, audits and compliance reviews. Identify non-compliances, risks, unsafe conditions and improvement opportunities. Ensure corrective actions are properly assigned, tracked, closed out and verified. Support project teams in preparing for client audits, consultant inspections, authority inspections and ISO surveillance audits. Maintain audit schedules, inspection records, corrective action registers and evidence of closeout. ISO Accreditation and External Certification Manage and maintain ISO certification requirements across Quality, Safety and Environment. Coordinate with external certifying bodies, auditors and consultants. Prepare the business for surveillance audits, recertification audits and management reviews. Ensure audit findings, non-conformances and opportunities for improvement are actioned and closed out within required timeframes. SWMS, High-Risk Work and Subcontractor Compliance Lead the review and improvement of Safe Work Method Statements, risk assessments and high-risk work documentation. Ensure SWMS are project-specific, understood, signed onto, and aligned with actual site conditions. Review subcontractor WHSEQ submissions, insurances, licences, competencies, plant documentation, SDS, permits and high-risk work controls. Support Site Managers in enforcing subcontractor compliance and escalating poor performance where required. Incident Management and Investigations Manage incident reporting, investigation, corrective actions and closeout. Ensure incidents, near misses, hazards and environmental events are properly recorded, investigated and communicated. Prepare incident investigation reports and assist with regulator, insurer or client reporting where required. Identify trends and lessons learned and convert them into practical system and site improvements. Quality Management Support project teams with quality planning, ITPs, checklists, inspection records, defects, NCRs and closeout documentation. Assist with the development and review of Inspection and Test Plans, quality registers, hold points and witness points. Ensure quality documentation is maintained to support client requirements, handover, claims, defects management and project completion. Environmental Management Support project teams with environmental controls, including waste management, sediment control, dust, noise, hazardous materials, spill response and site-specific environmental requirements. Assist with environmental inspections, incident reporting and compliance records. Maintain environmental procedures and registers in accordance with ISO and project requirements. Training, Inductions and Awareness Assist with the development and delivery of WHSEQ training, toolbox talks, alerts and awareness materials. Maintain oversight of training registers, licences, competencies, inductions and refresher requirements. Support project teams in ensuring workers and subcontractors understand their WHSEQ obligations before commencing work. Reporting and Management Support Prepare WHSEQ reports for management, project teams and clients where required. Track WHSEQ performance, recurring issues, overdue actions, incident trends, audit results and training compliance. Provide practical advice to Directors, Project Managers and Site Managers on WHSEQ risk, compliance and improvement priorities. Key Requirements The successful candidate will ideally have: Proven experience in a WHSEQ Manager, Safety Manager, HSEQ Advisor or similar role within the construction industry. Strong working knowledge of NSW WHS legislation, construction safety requirements and high-risk construction work. Experience managing or supporting ISO 9001, ISO 14001 and ISO 45001 systems. Demonstrated ability to conduct site inspections, audits, incident investigations and risk assessments. Experience preparing, reviewing and implementing SWMS, WHS Management Plans, Environmental Management Plans, Quality Management Plans and project-specific safety documentation. Strong communication skills and the ability to engage effectively with site workers, subcontractors, Project Managers, Site Managers, clients and senior management. Ability to manage documentation, registers, audit trails, corrective actions and compliance closeout. Practical construction knowledge and the confidence to challenge unsafe or non-compliant work. Strong organisational skills and the ability to manage multiple projects, priorities and deadlines. Minimum Certificate IV in Work Health and Safety (or equivalent). A Diploma of WHS, degree in OHS, Engineering or related field is an advantage and will be considered in the context of overall experience. Current Australian driver’s licence. Highly Regarded Experience working on government, defence, education, institutional or live-environment construction projects. Experience with Procore, HammerTech, Aconex, SharePoint or similar construction management systems. Experience preparing for or managing external ISO audits. Incident investigation training such as ICAM or similar. Return to Work coordination experience. First Aid qualification. Knowledge of Defence pass requirements, police checks or security-controlled work environments. Why Join Bayswater Projects?
