**The Role** Operation Command (HQJOC) in Bungendore. The TCD Cell is a specialised team of two focused on all aspects involved in facilitating approvals and the management of sensitive and highly-sensitive Third Country Deployments and Effects (TCD/E) requests. These requests involve ADF/APS/Foreign Nationals deploying on foreign operations, activities or delivering operational effects and covers all services, theatres, domains and countries
- it is complex work involving detailed engagement with international partners.

The role is dynamic and involves complex and technical administrative and policy work supporting access, influence and interoperability outcomes with coalition partners. There is significant engagement with relevant Embassies/High Commissions around the world, brief writing up to the Ministerial level, and engagement across key areas in Defence, including the Services, Defence Legal, International and Pacific Policy, and Military Strategic Commitments. In addition, there is a significant body of policy work currently underway that the TCD Manager is leading.

This role is unique, has autonomy, access and influence. The incumbent is required to work in a high-security joint workplace, build strong productive working relationships, and thrive with the complexities of the role.

This role is an opportunity to develop networks across Defence and with international partners, build stronger writing skills, achieve significant policy and remediation project work, and work at the coalface of joint operations dealing with daily matters of national security and responses to significant domestic and global events. You will see the delivery and outcomes of your work and the work of the headquarters regularly. The skills and experience you will develop during this short-term opportunity will be invaluable for a range of future roles across the operational, intelligence, policy, legal and administrative areas.

This position is available as a temporary transfer for a minimum of 12 months to cover a maternity leave period. Training will be provided, ideally commencing in July.

**About our Team** The TCD Management Cell consists of two positions, the EL1 TCD Manager, and the APS6 TCD Administrator. The TCD Cell is in the J3 Operations and Plans Executive Team, reporting to the Deputy J3. This is a mix of APS and ADF personnel.

The Team works at the centre of HQJOC, where current operations, activities and actions are being planned and coordinated. You will have great visibility of current operations and activities, and play a key role in supporting members deploying on foreign operations.

The J3 Operations and Plans Branch monitors, integrates and controls the delivery of JOC operations, activities and actions on behalf of the Chief of Joint Operations (CJOPS) in order to achieve operational objectives.

This includes:

- Co-ordinate immediate Defence response to crisis.
- Ensure timely development of formal orders and lawful instructions that reflect strategic and command guidance in support of operations and crisis events.
- Release operational information to support information operations, operational security and consequence management requirements.
- Coordinate ADF Joint Effects and targeting for operations.
- Control ADF Operations, Joint Exercises and other relevant activities on CJOPS' behalf.

This role requires:

- Extensive stakeholder engagement internally in Defence, and internationally with coalition partners, building strong working relationships.
- Brief writing to all levels (directives, decision briefs, Ministerial briefs).
- Liaison with a broad range of stakeholders (services, legal, policy, health, pay and conditions).
- Interpretation/implementation (in consultation) of national governance requirements underpinning the policy, legal, reporting and administrative expectations for personnel deploying on a foreign operation or activity.
- Preparation and review of sensitive and highly-sensitive briefing products for senior leaders.
- Certification of all pre
- and post-deployment documentation/requirements.
- Management responsibilities.
- Governance, assurance, audits and remediation work on TCD/E policy and records of service.
- Briefing senior leaders on TCD/E requests.
- Regular meetings with key stakeholders (after hours for international partners on occasion).
- Drafting/releasing signals, PMKeyS data entry (operation log/activity log entries) and weekly reporting requirements.
- Policy development and implementation.
