The Department of Government Services (DGS) wasestablishedon 1 January 2023 to improveeveryone’s experience of doing business and interacting with the Victorian government.We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.We are doing this by connecting and digitising our systems and platforms across state and localgovernment as well as streamlining our corporate and procurement services.
The Director, Planning and Performanceoperatesat whole-of-group level to plan, oversee,evaluateandmonitorthe performance of the group.Leading a range of functions that interface across CALG and DGS, the Director is responsible for the creation of a CALG performance framework and outcomes measurement, the establishment, execution and continuous improvement of group governance and oversight functions, coordination of the group annual performance cycle, performance at Public Accounts and Estimates Committee, and the provision of specialist technical project management advice.
Key Accountabilities Facilitate and lead relationships; liaise,engageand influence internal and external stakeholders
Build and develop the Portfolio Strategy&Priority Projects(PSAPP)operatingmodel, applying exceptional influencing skills to build the profile of PSAPP as an enabling function and uptake ofPSaPPservice offers
Deliver CALGs annual planning,performanceand governance cycle, supporting senior executives, managing the PAEC and strategic planning processes and CALG participation in department performance and oversight committees
Develop an evaluation and outcomes measurement strategy for consumer affairs and local government
Deliver and continuously improve the CALG project delivery framework, providing uplift in project managementmethodologyacross the group, through the CALG Project Management Office
Support CALG executives by providing advisory and capability building services across governance, financial oversight, evaluation, outcomes measurement and project management
About You We are seeking applicants who havedemonstratedexperiencefromthe following criteria:
People management:Demonstratedeffective people management to support and create the conditions for highly-functioning, productive and engaged teams.
Policy development:Proven experience anddemonstratedcapacity toidentifyand address emerging policy issues through high-level conceptual analysis and providing advice to senior stakeholders in a sensitive environment.
Influence and negotiation:Highly developed interpersonal and negotiation skills. Moves senior stakeholders in new directions using strong negotiation techniques in contentious situations to settle differences and achieve program outcomes.
Relationship building:Proven influencing, negotiation and relationship-management skills in an environment requiring highly developed interpersonal skills, and a proven capacity for highly effective communication with a range of government and non-government stakeholders.
Operations experience:Demonstratedexperience in the management of operational service delivery at a senior level across a variety of business units and program areas.
Strategic planning:Contributes to organisational strategic planning,developingand implementing business plans consistent with operational frameworks, and developing new areas of practice and innovative strategies while focusing on the achievement of long-term goals.
Mandatory requirements A tertiary qualification in public policy, finance or economics,evaluationor equivalent
Extensive experience as aDirectorwithin a government context
Substantial experience in at least one of finance, evaluation, outcomes measurement or project management
