Project Manager – Operational Planning Forensicare (Victorian Institute of Forensic Mental Health) Location Thomas Embling Hospital, Yarra Bend Road, Fairfield VIC Classification & Salary
- Employment: Full time Fixed Term – 6 months

- Pay Grade Range: $148,522 (pro-rata) plus super and benefits About Forensicare Forensicare is Victoria’s specialist provider of forensic mental health services, supporting people with serious mental illness involved in the justice system. We deliver recovery-focused care across secure inpatient environments and community settings. We are entering a critical phase of hospital expansion, delivering an additional 82 beds across six new clinical units. To support this work, we are seeking an experienced qualified to join us in a six‑month fixed‑term, project‑based role, leading operational planning and readiness activities for these new services. This role plays a pivotal part in translating strategic and clinical intent into safe, operationally ready services, ensuring new units are planned, integrated and able to operate effectively from day one. It offers a unique opportunity to apply senior operational expertise at a defining moment in the hospital’s growth. About the Role As Project Manager – Operational Planning, you will lead a time‑critical program ensuring these services are safe, compliant and fully operational from day one. Reporting to the Head of Projects, you will coordinate end‑to‑end readiness activities, translating strategic and clinical intent into practical, operational solutions within a complex, regulated healthcare environment. This is a 6‑month full-time fixed-term role offering a unique opportunity to contribute at a defining moment of organisational growth. Key Responsibilities
- Lead end-to-end operational planning and readiness across new clinical units
- Coordinate service models, workflows, dependencies, risks and timelines
- Ensure alignment across workforce, systems, infrastructure and clinical readiness
- Establish robust project governance, risk management and reporting frameworks
- Provide high-quality advice, analysis and reporting to executive stakeholders
- Drive stakeholder engagement across clinical, operational and corporate teams
- Lead and support a small multidisciplinary team including:
- Data Analysts
- Project Officer
- Business Analyst
- Ensure compliance with legislative, safety and organisational requirements About You You are an experienced senior project skilled with a strong track record delivering complex initiatives in highly regulated environments. You bring:
- Proven experience managing high-risk, complex projects end-to-end
- Strong ability to translate strategy into practical, implementable solutions
- Expertise in managing interdependencies, risk and change
- Exceptional stakeholder engagement and influencing skills
- Ability to operate with autonomy in fast-paced environments
- Tertiary qualification in health, public policy, project management or similar What We Offer
